Culture and Tourism in the New German Länder – an evaluation of the cultural 'Leuchttürme' and 'Gedächtnisorte'

Commissioned by the Ministry of Culture and Media Culture and Tourism assesses the cultural places and cultural heritage institutions of national importance in German the 'Leuchttürme and Gedächtnisorte.
The interconnections between culture and tourism have been a recent focus of cultural policy in Europe at the level of the European Union as well as countries, regions and cities. "Culture and Tourism in the New German Länder" fills a further gap in cultural policy research and practice.

The study was undertaken by Dr. Cornelia Dümcke, an expert in cultural economics (Culture Concepts Berlin, www.cultureconcepts.de ) and deals with the connections between culture and tourism from a politico-cultural perspective.

The examination considers the nationally important institutions of the Blaubuch kulturelle Leuchttürme in Brandenburg, Mecklenburg-Vorpommern, Sachsen, Sachsen-Anhalt und Thüringen. These institutions are the tourism highlights in the five new German Länder of which six have UNESCO- World Cultural Heritage status. It considers too cultural heritage sites with development potential.

The study investigates the knowledge base about cultural tourists and cultural tourism using the institutions of the Blaubuch in Eastern Germany as examples. It explores the quality of co-operation between cultural institutions and the key tourism stakeholders and how cultural institutions have prepared themselves to address the challenges of increased tourism.

By assessing cultural heritage institutions of national importance in Eastern Germany the study provides an overview of current cultural tourism practice and debate as well as the extent to which it is interwoven into cultural policy. The further tourism potential of cultural heritage in Eastern Germany is assessed and recommendations for their development made.

The studys methodology is based on qualitative interviews with stakeholders from both the culture and tourism sector using a standardized questionnaire as well as evaluating relevant existing research and surveys. It has a wide target group beyond the cultural sector including the political and administrative decision-makers from the tourism sector as well as those in municipal and regional development.
