Affordable Broadband Connectivity for Australian Creative Industries

FILM INDUSTRY BROADBAND RESOURCES ENTERPRISE (FIBRE) was formed in November 2000 by a number of key players in the post production industry, following a First past the Post forum in Sydney and Melbourne, hosted by the Minister for Communication, Information, Technology and the Arts, Senator Richard Alston. Each forum confirmed the difficulties faced by the industry in obtaining cost-effective broadband connectivity to suit the difficult and often unpredictable needs of post production.

The founding mission of FIBRE was to secure affordable broadband connectivity between companies and locations in Australia and with trading partners in key production locations around the world.
FIBRE was initially established to focus on the Post Production industry, that segment having been identified as requiring a demand aggregation business model to enable industry based pricing from suppliers of bandwidth.

Since November 2001, FIBRE has been in negotiation with a wide range of industry bodies, telecommunications suppliers, potential hardware and software partners and government agencies. The negotiations have revealed a need, similar to that of the post production industry, in a much wider segment of Creative Industries.

Organisations that share the following characteristics all have the potential to benefit from a demand aggregation supplier of bandwidth.

· The business is project driven bandwidth is needed for set periods of time
· The business employs 1-10 people sometimes more, often have extra freelance staff for certain projects
· The business has large data, audio or video files to transfer
· The business has a high export drive or potential
· The business has a need or would benefit from the ability to collaborate on projects
· The business, when collaborating, cannot afford data charges on top of access pricing.
· The business is located outside the CBD and is not in an area where there is much fibre

Many of the above characteristics are found within the Creative Industries segment and are therefore potential customers of the FIBRE service.

FIBRE has contracted with two telecommunications carriers who jointly provide FIBRE with a service that can be provided on copper or fibre. The choice of which transmission path if offered is dependent on location, budget, fibre availability and bandwidth needed. An additional service is currently in negotiation with a third supplier for an on demand service, where the customer only pays for the service when it is actually used.
